GARIS PANDUAN KEBERHASILAN PBPPP

PENILAIAN BERSEPADU PEGAWAI PERKHIDMATAN PENDIDIKAN (PBPPP)

Assalamualaikum dan selamat sejahtera,

Having completed my record book, (have to sent by this Friday), I browse through the web. I have to prepare the cover for individual file on PBPPP… Browsing the web as I am not sure what is PBPPP. 

Erggh …teruk betul..bila tengok web..rupanya praperlaksanaan telah berlangsung untuk seketika..dari tahun 2013. Saya hanya mendengar ..secara ringkas mengenai PBPPP dalam mesyuarat guru pada 29 Disember 2014.   Ketinggalan!

Apakah PBPPP?

PBPPP atau nama penuhnya Penilaian Bersepadu Pegawai Perkhidmatan Pendidikan. PBPPP adalah satu kaedah penilaian yang menilai kompetensi dan potensi Pegawai Perkhidmatan Pendidikan (PPP) [adakah istilah ini hanya dikenali dalam kalangan warga pendidikan? PPP tidak dikenali oleh orang awam, awam umumnya hanya tahu guru!] berdasarkan konsep Tugas dan Tempat Bertugas (Job-Based and Work Place) mengikut standard prestasi yang ditetapkan selaras dengan Program Transformasi Kerajaan (GTP 2.0- Government Transformation Plan) dan Pelan Pembangunan Pendidikan 2013-2025.

Penilaian Tahap Kompetensi (PTK) [dulu pernah pegang SU PTK] digantikan dengan penilaian baru yang lebih menfokus kepada elemen pembangunan kompetensi berasaskan gred dan jawatan serta mengambilkira keunikan pelbagai skim perkhidmatan. Bagi memastikan ia relevan, ketua perkhidmatan atau ketua jabatan diberi fleksibiliti dalam menentukan kaedah penilaian di dalam jabatan masing-masing berdasarkan garis panduan yang sedang disediakan oleh Jabatan Perkhidmatan Awam.

(Jadi tidak ada lagi isu, mereka yang tidak cemerlang menikmati kenaikan gred atau gaji kerana lulus cemerlang PTK yang disebut ramai sebagai teori semata-mata! Sebenarnya guru –baru baru tidak merasa penangan PTK, malah mungkin ada yang tidak mengetahui apa itu PTK! Kalau tak salah, PTK terakhir tahun 2008. Kena semak fail pula..tak pasti..sempat la dapat tangga P2 - Alhamdulillah)




PBPPP merupakan penilaian baru bagi menggantikan PTK yang lebih menfokus kepada elemen pembangunan kompetensi berasaskan gred dan jawatan serta mengambil kira keunikan pelbagai skim perkhidmatan yang tertakluk kepada garis panduan JPA.

Penilaian ini juga mengambilkira penilaian kompetensi dan penilaian keberhasilan. Penilaian kompetensi adalah seperti nilai professional, pengurusan aktiviti, sumbangan dan juga kemahiran professional PDP-pegawai yang dinilai. Manakala penilaian keberhasilan adalah seperti keberhasilan PDP, keberhasilan kaunseling dan keberhasilan kejurulatihan. Walaupun begitu, ianya berbeza dan bergantung kepada bidang tugas  masing-masing.

Berikutan mesyuarat tempoh hari, guru-guru diminta untuk menyediakan fail Profil PBPP individu. Fail dan isi yang cantik?

mmmmmm.

Semoga segalanya dipermudahkan untuk semua. Pada peringkat awal, sememangnya kedengaran seperti satu bebanan – tambahan tugas tetapi hikmahnya ia membantu kita untuk lebih berdisiplin dan lebih teratur dalam melaksanakan tugas kan.

... TERKINI

semua sekolah yang mempunyai sekolah yang mempunyai program integrasi hanya perlu meletakkan singkatan PPKI untuk PROGRAM PENDIDIKAN KHAS INTEGRASI.

Perkataan Masalah Pembelajaran telah digugurkan.


Saya akan cuba memuat naik pekeliling berkenaan. InsyaAllah.

COMPARATIVE EDUCATION

I think comparison has always happens in our life not only in education.   We compare to others or the standard create by humans and recognized by all.  

We compare to improve and revise what we do or have.
Let's focus on education. In education we compare with others who are better than us to be as good as them at least or even better. 

The basic level would be the comparison of grades among our students.  The students would feel very proud if they perform better than their friends. 
In bigger and higher level we compare more; analysis and evaluate many aspects the academic performance, the effectiveness of plans or programmes, the effects of economy, social and politic factors and many more. 

We have intra and inter-....(country, state or district) levels, one unit and more units comparison and basic or advanced levels. 

I believe comparison in education is crucial as from the results we know where we stand in the norms or standard.  We could also analyse the result and evaluate them.  Hence improvement or alter could be done to the previous plan. 


Comparative education brings forth the importance and vitality of a multi disciplinary approach in analysing and evaluation of education as it is conducted and understood in various region of the world. 

Although globalisation (or Westernisation?) of the world is arguably affecting and homogenising societies there still exist vital differences in culture, set up, demographics, politics, weltanschauung, or ideologies. These must be considered before any effort to emulate or replicate success stories less it be the downfall of governments or institutions.

Especially so for educators or scholars of education in our enthusiasm caution must be exercise. Is the implementation of sex education in the curriculum going to be a success story or a cautionary tale? What language to emphasise as the medium of instruction? Indigenous or the perceived language of technology and the future? These are some areas that comparative education may shed some interesting and fresh perspective.

In addition, knowledge of other areas is vital to be mastered or at least familiarised apart for the traditional affinity of education with psychology. Politics, developmental studies, sociology, anthropology, economics, economics history, history, language and even religion are some of the areas that can be explored as it affects upon education’s aim, philosophy, appropriate pedagogical strategies, or even education institution structure.

Having said that, it seems intimidating with such a vast unfamiliar area for most to read.

THE STRATEGIES TO STRENGTHEN/ IMPROVE THE HIGHER INSTITUTION OF LEARNING FOR GLOBALISATION INCLUDE:

The strategies to strengthen/ improve the higher institution of learning for globalisation include:

 Deregulation
§  Flexible learning – more post grad / part time course offered
§  Privatised or Corporatised public universities

Convergence

§  Accept more / have more international students
§  Have twinning programmes with other international universities or colleges


Commodification

§  Modify programmes to suit new criteria or/and to improve the standard –includes reduce, add, alter
§  Upgrade universities / colleges for instance UPSI and UiTM

Choice

§  More courses for ‘job in the market’ –suitable and cater the areas of specialization currently needed most
§  Develop new courses


Competition

§  More private and public universities or colleges


Internalisation

§  More recognition obtained internationally or in the process of getting recognition.  For example the ISOs.
§  Participate in the ranking process / activity by international body or organization
§  Students Exchange Programmes with other international universities or colleges


Important Bills for education:

§  The University and College University (Ammendment) Bill 1996 -was legislated with the aim to speed up the process of corporatisation and privatization.
§      Education Bill 1995
§     Private Higher Education Institution Bill 1996
§     National Higher Education Councill Bill 1996
§ National Accreditation Board (LAN) Bill 1996 – to ensure certain minimum standard and quality for every academic course is acheved.
